The job of commanding a nuclear submarine should go to smart and well-qualified officers. Chinese submarine officers — except for engineers — tend to come from candidates with the lowest college entrance test scores, according to a US analyst. "Life in the PLAN submarine service is difficult," Christopher Sharman, director of the China Maritime Studies Institute, told Business Insider. By stressing Chinese submarine commanders, such as confronting them with multiple or unexpected challenges, they could be goaded into making a mistake. On the other hand, a Chinese submarine captain will have had years of experience and additional training before assuming command.

The percentage of first-year applicants identifying as Black or Latino jumped 12% and 13%, respectively, year over year, outpacing other groups. At the same time, colleges are seeing an increase in first-generation applicants and international students, the Common App found. The financial aid factorFor many families, the price tag is the most significant sticking point when it comes to college access. Black households also tend to borrow more than households to finance a higher education. And because of historic racial and economic inequities, Black student loan borrowers struggle to repay their debt more than their white peers.

The Santa Claus rally is in trouble. With one day left in the trade, the S & P 500 is down 0.1% in the past six days. Fortunately, a negative Santa Claus rally period doesn't happen very often, only 12 times since 1969 — less than 25% of the time. "That is 16 out of 16 years, which includes years with recessions, like 2020," Clifton notes. The outperformance is notable: The S & P tends to be stronger by 1.3% on average.

The popular weight-loss drug Wegovy reduced the risk of serious heart problems by 20% in a large, international study that experts say could change the way doctors treat certain heart patients. Wegovy is a high-dose version of the diabetes treatment Ozempic, which already has been shown to reduce the risk of serious heart problems in people who have diabetes. Study volunteers who took Wegovy lost about 9% of their weight while the placebo group lost less than 1%. About 17% in the Wegovy group and about 8% in the comparison group left the study, mostly because of nausea, vomiting, diarrhea and other stomach-related problems. In 2006, Medicare was allowed to cover weight-loss surgery to treat the complications of severe obesity, if not obesity itself, he noted.

Sitting beneath a palm tree on a cliff above the ocean at Mr. Benioff’s Hawaiian home in 2018, they explained both devices. “This one,” Mr. Benioff said, pointing at the Ai Pin, as dolphins breached the surf below, “is huge.”“It’s going to be a massive company,” he added. They experimented in secret with hardware components and built a virtual assistant, like Siri or Alexa, working with customized language models based, in part, on OpenAI’s offerings. TUSCALOOSA, Ala. Both starting quarterbacks had 100-plus rushing yards and topped 160 passing by halftime, when it was tied 21-21. 11 Alabama uncorked 27 straight second-half points in rallying for a 34-20 victory over No. With its national title hopes on the brink, Alabama (7-1, 5-0 Southeastern Conference) turned in its most dominant half of the season. Milroe completed 14 of 21 passes for 220 yards, with a 46-yard touchdown less than a minute into the second half and an earlier 10-yarder to Jermaine Burton. Alabama turned Vols coach Josh Heupel's second failed fourth-down gamble shy of midfield territory into its first lead. The Tide looked like a complete team in the second half, though.

Americans lost $2.7 billion combined to scams originating on social media between January 2021 and June 2023, says a new report from the Federal Trade Commission. The methods are aplenty, from romance scams to fake merchants, or fraudsters who take over your social media profiles and con your friends out of money. In some cases, scammers even create advertisements — using each social media platform's own tools — to target users based on age, interests and past purchases. Those younger users' tech savvy can end up working against them, David McClellan, CEO of cybersecurity startup Social Catfish, told CNBC Make It last year. "These people are overly trusting of the technology they're using, and they're more apt to respond to a stranger messaging them," McClellan said.

It called on DOJ to look into the matter as a possible violation of the Voting Rights Act or other federal laws. The Virginia Department of Elections said in a statement Tuesday that impacted voters will receive written notification that their registrations have been reinstated. It also offered some pushback against the letter, saying it incorrectly claimed that voters were purged “without notice.”“This is false. I spoke with veteran market watcher Tom McClellan, editor of the McClellan Market Report. It is seasonal factors, which are behaving almost exactly to the script. Is the market weakness mostly due to seasonal factors? That's happening right now, so that's getting cited in the news as the coincident factors but it's not really related. But that's not a good explanation anymore because farming is such a small portion of the economy, and yet the seasonal factors still work.

TUSCALOOSA, Ala. Milroe completed 17 of 21 passes for 225 yards with a touchdown and an interception. McCellan ran 14 times for 94 yards to outgain Ole Miss star Quinshon Judkins (13 carries for 56 yards.) An F-35 that went missing in South Carolina may have flown on autopilot for a time after its pilot ejected, though it's still unclear. In 1970, an aircraft nicknamed the "Cornfield Bomber" pulled off a surprising unmanned landing with only minor damage after it's pilot bailed out. AdvertisementAdvertisementWhile it's currently unclear what happened to the missing jet, it wouldn't be the first time a plane has carried on without its pilot. On February 2, 1970, pilot Maj. Gary Foust ejected from a Convair F-106 Delta Dart interceptor aircraft during a training exercise when the jet had entered a flat spin. After Foust ejected, the aircraft nose-dived before stabilizing, then remained airborne for a time, while Foust drifted around 8,000 feet above the ground in his parachute.

The 2030 target, unveiled shortly after Biden took office, is central to Biden's broader plan to decarbonize the U.S. economy by 2050. The energy research firm expects 21 GW of offshore wind along U.S. shores in 2030, breaking 30 GW by 2032. Still, offshore wind developers including Orsted have said the IRA’s subsidies are insufficient for projects to thrive in the current environment, and are lobbying the administration for additional concessions. The nation currently has just two pilot-scale offshore wind farms capable of producing 42 megawatts of electricity. Stephanie McClellan, executive director of the offshore wind advocacy group Turn Forward, said making sure the first fleet of projects succeeds was more important than a particular timeline.

For active traders who like to time buying and selling around seasonal events, the next few weeks are Market Timing Heaven. The volatility is encapsulated in one of the more enduring seasonal trades: Sell Rosh Hashanah (which begins at sundown Friday this year), buy Yom Kippur (Sept. 25). Traders sell positions due to seasonal weakness at the start of Rosh Hoshanah, then return to the market after Yom Kippur. The period from Yom Kippur to Passover, which starts on April 22, 2024, is traditionally an up period, good for an average gain of 6.9%. It means market timers expecting seasonal weakness for the next few weeks are also expecting seasonal strength in the fourth quarter.

It’s true that the Ukrainian counteroffensive debuted with conspicuous setbacks and hasn’t advanced as much as hoped. Moreover, land seized by Russia earlier has been used to strike ever deeper into Ukraine, making restoring defensible borders an existential concern. But Kyiv got the ammunition needed to sustain the counteroffensive longer while awaiting expanded factory production of conventional shells in 2024. Putin miscalculated disastrously when he invaded in Ukraine, so he’s now hoping to outlast Western support for Ukraine to rescue what spoils he can. But failing to do so now could entail the US, Europe and Ukraine paying a much higher price later.

US President Joe Biden is embraced by Hawaii Governor Josh Green (C) after delivering remarks as he visits an area devastated by wildfires in Lahaina, Hawaii on August 21, 2023. Rebuilding hasn't even started after a deadly wildfire destroyed the historic town of Lahaina, Hawaii, last month, but residents are already angry and frustrated with recent moves by Gov. Now, they say, that pattern could be repeated with the aid of an emergency proclamation signed by Green that could erode their hard-won rights, despite his reassurances that rebuilding would reflect the needs of Maui residents. "It is a real slap in the face when we still have to deal with the aftermath of this fire." Green reinstated the water rules last week, but residents are wary that future proclamations could jeopardize their efforts to restore Maui's streams and wetlands.

After a string of up days, the old market leadership of technology and consumer discretionary is looking tired, and that is probably a good thing. Since 1950, August is the third-worst month for the S & P 500, while September is the worst month. That is "historically extreme," Todd Sohn from Strategas told me, though it is consistent with coming off major market lows. A torrid two-month rally has lifted the S & P Technology Sector (XLK) by 16%, but tech has mostly been for sale in the last few days. Still, for investors in the S & P 500, McClellan says no one should be surprised to see a summer correction in the next month or so.

CNN —The Supreme Court’s landmark decision shooting down affirmative action could hurt the college-to-career pipeline many companies lean on to diversify their ranks. The Supreme Court’s Thursday ruling could make it even harder for those efforts to bear fruit. Elite schools offer opportunities like networking, graduate resources and mentoring, as well. Not being admitted to elite schools could thus harm many candidates of color. Legal, medical fields still lack diversityIn the legal profession, for example, law schools are key for the pipeline to clerkships and even judgeships.

The ruling is considered a massive blow to decades-old efforts to boost enrollment of minorities at American universities through policies that took into account applicants' race. "Without considering race, there would be a reduction in the number of underrepresented students of color." "This idea, essentially striking down affirmative action, on its surface will result in less diverse classes," said Robert Franek, editor-in-chief of The Princeton Review. Juneteenth commemorates the day in 1865 when enslaved people in Galveston, Texas, were informed of the Civil War’s end and their newfound freedom. The Eight Seconds Juneteenth Rodeo organizers thought a lot about those questions. Jones-Dixon wants Black Portlanders to see a version of themselves in a rodeo that is fun but that also makes them proud. Frederick says there remains a notion among Black Portlanders that the flooding was a convenient excuse for displacing the city’s thriving Black enclave. Ivan McClellan, a photographer, was captivated the first time he came across Black cowboy culture at a rodeo in Oklahoma years ago. He saw Black people donning cowboy hats and saddling horses, images that inspired him to fully document that community in his work. This year, though, he wanted to go a step further. Mr. McClellan and Vince Jones-Dixon, a city councilor in Gresham, Ore., sought to host a Juneteenth rodeo in Portland, one that would bring together the Black cowboy and cowgirl communities across the Pacific Northwest.
